The Justice Department last year reached an agreement with the city of Louisville to reform its police department in the wake of the fatal police shooting of Breonna Taylor, which occurred five years ago Thursday.

Only five of the agency’s civil rights offices remain nationwide. Those who are still with the department say it will now be “virtually impossible” to resolve discrimination complaints.

Many of the office’s cases over the decades have served as a catalyst for broader policy change and social reforms.
