I can't stress enough that it RAINS a lot in Portland during December. The Christmas Lights are suppose to be amazing at the garden, but icy cold rain can put a damper on a lot of things, not just the garden. If the weather is clear and cold or clear and just nippy I recommend you go. If the weather is super wet and bad I really would not condone it.

While dogs are not allowed on the upper level, they are allowed outdoors on the first level, both in the plaza and in the botanical garden. The Grotto holds special events throughout the year, including a Blessing of the Animals each July. Well-behaved leashed dogs are allowed.

The first level is free. The second level is five dollars totally worth it!
